The new “Southwest Connector featured a comprehensive article written by Cam Gordon on the restructuring of Minneapolis City government.

I would like to weigh in my opinion on restructure.

Elected city councilpersons have proven themselves not to have the experience necessary to be in the front of public tragedy. The same goes for the Executive, regardless that the Mayor has support from other agencies.

Justifiably or but probably not, for more than thirty years the Minneapolis Police Department has been in the spotlight for abuse of authority and brutality. Councilpersons were aware of complaints – or should have been, but helpless.

Former councilmember Gordon speaks of the “amendment to establish a performance management and innovation department” that was approved by the City Council in a seven to six vote.

I do not know if a department is necessary.

What is necessary is a policy for City Councilpersons to draw attention to problems with city staff of all departments, not just the Police, if the Mayor were to negligently omit exercising appropriate authority.

This is not to say that City Departments have been or are negligent by any means. In fact, my experience is quite the opposite in my interactions with City Departments.

City Councilpersons cannot be limited to only making when they have no ability to inquire about problems, or inquiring about what works and what does not work.
